ABSTRACT
In a sense, this chapter is about why a study of conditionality is necessary. Were all going well with this way of improving policies there would be little point in the project. The purpose of this chapter, therefore, is to examine the evidence on the effectiveness of conditionality, to examine the extent to which this falls short of the ideal, and to throw light on those aspects which work best and worst.
