ABSTRACT

The chapter will first discuss socio-economic developments that have occurred since Botswana gained independence in 1966. The development of public administration from 1966 when the country became independent from the British colonial government will be discussed. The second part will explore different perspectives on HRM, including cross-cultural and crossvergence approaches suggested by various authors when studying HRM practice in Africa (e.g. Jackson, 2002; Kamoche, 2002; Anakwe, 2002). The legislative framework developed in the last 30 years to guide the management of human resource practice in Botswana will be examined. To describe and review human resources management in Botswana requires a focus on HRM policies and practice, including recruitment and selection, rewards, training, performance management, industrial relations, and employee health and safety. These are the core functions of typical HRM departments, sections or units in an organization.
