ABSTRACT
Prices for household energy, municipal transport and housing are gradually being raised to cost recovery levels (EBRD 1995a: 55). Administered prices continue to account for 24 per cent of the consumer price index. The maintenance of relatively low prices for electricity and oil shale has impeded efficiency and environmental improvements (EBRD 1999a: 36).
