Chem Co. has a very different employment relationship to Water Co. This can be characterised as highly autocratic, with elements of restrained benevolence. In many ways, the relationship is perhaps more unstable than that identified for Water Co., although for very different reasons. In particular:

• The regulation of employment was for the most part managerially led. However this also included a subtle blend of both individual and pseudo-collective aspects, in order to avoid potential triggers to unionisation.
