ABSTRACT

The current policy debate in education is primarily focused on standards and accountability and not on why some schools facing the same set of standards and accountability measures as other schools will do better in meeting them. As noted in the Action Statement from the 1999 National Education Summit, however, “Raising standards and developing tests may have been the easiest part of the journey; the more daunting task is ensuring that all students reach these standards” (“Action Statement,” 1999).
