ABSTRACT

This chapter analyzes the development of North Korea's nuclear laboratories and related research organizations. It discusses a variety of institutes and their technical capabilities, as well as the organs of political oversight assigned to them. The information presented here is drawn from studies by Russian specialists, North Korean publications and reports, and the authors own knowledge of North Korea from several tours of duty in the Soviet embassy in Pyongyang. The chapter concludes by arguing that while the Agreed Framework has contributed to the solution of some of the underlying problems that led to the recent nuclear crisis, it has not solved them. Thus, we can expect that the crisis is far from over.
