ABSTRACT
The method used so far to review the Treaties has been subject to severe
criticism, mainly to the effect that the European Union (EU) should be a
matter for all citizens. The major stages in its development should no
longer be decided at Intergovernmental Conferences (IGC) held behind
closed doors and involving only the leaders of governments of member states.
