ABSTRACT

Although the notion of tourism is often associated in the popular imagination with concepts of leisure and freedom, the reality is that tourism is substantially regulated at various scales. Whether it be the movement of an individual across a national border, or the transnational activities of an organisation such as a business or a non-government aid organisation, international tourism services are subject to a range of regulatory governance. In examining

obstacles to trade in international travel and tourism services, a number of issues can be identified (Hall 2008): • Government attention to tourism is usually focused more on promotion of inbound

tourism rather than on a more general approach that deals with reduction or removal of restrictions to voluntary human mobility on a multilateral basis.
