ABSTRACT
The adoption of local approaches by governmental authorities is a relatively recent phenomenon in Morocco. As a matter of fact, it is only after applying the Structural Adjustment Program (SAP), and noting its negative impact on social outcomes, that measures were adopted, both at the institutional and economical levels, in order to extend the local initiatives initially designed to alleviate the burden of accumulated social deficits.
