ABSTRACT

The term ‘good governance’ (GG) is sometimes rather narrowly defined in terms of public sector management with, for example, democracy and respect for human rights being seen as additional to GG. This book takes a broad and comprehensive view of GG instead. Governance is defined as the way in which policy makers are empowered to make decisions, the way in which policy decisions are formulated and implemented and the extent to which governmental intervention is allowed to encroach into the rights of citizens. GG respects the political, civil and human rights of citizens, is in accordance with the rule of law, provides effective and non-corrupted public services to the people and utilises public resources in an accountable and transparent way and with the aim of promoting the general social welfare.
