Unless a particular emergency or disaster must be accounted for as a specific incident, the management and resolution of any emergency can be simply established in an Emergency Procedure Plan.9

Every business or institution that employs several people and has, as part of its normal business, the coming and going of visitors, customers, clients, patients, or students should have an Emergency Procedure Plan that could be put into effect by knowledgeable people in any emergency. Naturally, the larger the facility and the more substantial the number of workers and inhabitants, the more complex the plan will be.
