ABSTRACT

This chapter provides the reader with a comprehensive and thorough discussion of Phase II of the cold case evaluation model. We identify and elaborate on the five components of Phase II, which include regular group discussions, evidentiary issues, witness lists, victimology, and timelines. Each of these components represents key initial phases of any cold case evaluation and must be undertaken in a vigorous, yet carefully considered and respectful manner. The review team must not rush to complete the compilation of evidence, witness lists, victimology, or timelines, as they are indeed the core foundation of a successful evaluation (Figure 5.1).
