Organizational culture, the way things are done “around here,” is the context in which improvement occurs. Culture includes the commonly held beliefs and assumptions about the organization’s mission, its hierarchy and power structure, and its tolerance for differences of opinion. It includes stories that are told about its history, its triumphs, and especially how its leaders have behaved in tough times.
