ABSTRACT
Selling controlled substances without a license is a criminal violation in all 50 states. Other laws govern the distribution, transfer, possession, and possession with intent to distribute or by any other means conduct business involving illegal or controlled drugs. These laws have been passed in an effort to reduce drug consumption and thereby reduce drug-related crime (see Figure 2.1).
