In terms of a legislative initiative that drafted a new legal statute, California lawmakers created a crime for the 1990s called “stalking.” Since then, stalking has received a tremendous amount of professional attention from the criminal justice, law enforcement, and mental health professionals as well as public policy experts and victim advocates.
