ABSTRACT
The global campaign against terrorism has been dominated by an overwhelming kinetic response. The lethal operations have temporarily disrupted terrorist operational infrastructures, but have not disrupted the conceptual infrastructures driving extremism and terrorism. The modus operandi to catch, kill, and disrupt terrorist organizations is having a boomerang effect. Although the operational capabilities of terrorist groups have been reduced in some theaters, the motives and intentions of the terrorists to žght back have grown, protracting the žght.
