ABSTRACT
Individually defined crimes have been enacted into statute in order to provide notice and clarity, and the statutes have been codified into cohesive penal law systems to provide an understanding of the applicable principles and purposes of the law. The purposes of a penal law are to:
1. Proscribe conduct that unjustifiably or inexcusably causes or threatens substantial harm to individual or public interests.
