ABSTRACT

First, I would like to explain the point of this chapter. It is not about “quality”; it is not a survey of pay-for-performance (P4P) programs going on at the time of this writing. Instead, since most of the P4P initiatives and demonstration projects currently in existence are just that, initiatives and research and demonstration projects, some will likely succeed and some will demonstrate failure in both methodology and purpose. Because my first book outlasted many of the trends and initiatives of the mid-and late-1990s, my goal here is to include a chapter that addresses the contracting issues surrounding these P4P initiatives and demonstration projects. That being said, let us take a moment for a brief overview of the landscape at present.
