ABSTRACT

During the years 1981-1982, the city attorney’s office alone filed over 300 abatements. These gang abatements are believed to be the early precursors to gang injunctions as we know them today. These abatements targeted specific houses or businesses that were used as gang hangouts, targeting the gangs by suing the owners of the properties that facilitated the use of the property by the gangs to conduct business. Some examples of single situs cases are cited as contributing to the concept of the modern-day gang injunction.
