ABSTRACT

Since ancient times, the question of who will guard the guardians has been debated. Di erent schools argued on di erent methods of police accountability. But, the procedure for handling complaints against police emerged as the principal means of ensuring police accountability. Establishment of oversight agency has been designed to check police corruption and misconduct. e history of civilian oversight identi‹es the linkage of police, political parties, and the government power that created the environment for police corruption and misconduct. To eradicate the problem, developing countries are now moving to the democratic culture emphasizing public demand and trust in policing. But, the countries with a democratic culture and far away from such kind of checks and balances systems have demanded to control the coercive power of police. Countries with a colonial inheritance are now under popular pressure to establish oversight mechanisms for policing.
