Criminals also select targets based on the reward(s) they are seeking. It may be a car to steal, a woman in a garage, access to the roof to do drugs, or a computer to steal to obtain trade secrets. In all of these cases, the harm to person and property are only part of the damage. The psychological impact on victims can be equally devastating. The catastrophic damage to a high school from vandals trashing a classroom over the weekend can be perceived just as disruptive as loss from a hostage situation, from a disgruntled employee, or a car bomb going off in front of an embassy.
