During a recent training session of the GeorgiaState Homeland Security Agency’s SWAT team,an officer asked, “We now know everything there is about a terrorist except what we may find or see during a traffic stop. What is there to know?” In an effort to answer this question, this chapter will outline the preincident indicators an officer can use to recognize a potential terrorist operative, either foreign or domestic, when pulled over for a traffic violation.
