Introduction In 1997, the twin communities of Grand Forks, North Dakota, and East Grand Forks, Minnesota, suffered massive damage to the entire area . Whole neighborhoods were lost to flooding, and the historic downtown of Grand Forks suffered additional damage when a massive fire broke out . Ten years later, a rebuilt community learned lessons clearly relevant to this chapter:

“Successful disaster management results from good advance planning, training and partnership building, ongoing communication and the ability to work through issues as a team” (Grand Forks 2007) .
