Organizational Culture within the Norwegian Counterterrorism Unit: Heightened Responsibility and Stress Following Recent International Terrorist Attacks

While the terrorism threat within Norway remains relatively low, the Norwegian police have an independent counterterrorism unit (CTU), which is located within Oslo and is led by a police chief. It constitutes a separate police division in which all members are involved in operative activities. Administrated and organized into staff elements responsible for planning, equipment and operation, training, and exercise, the CTU is comprised of four divisions, which are subdivided into eight special teams.
