ABSTRACT
The power of DHS is derived from its legal authority. Soon after the September 11, 2001, attacks, President George W. Bush sought to establish an agency dedicated to the protection of the homeland. The speed with which these promulgations occurred not only can impress but also manifests the urgency of these tragic events.
