ABSTRACT
After-action reports and studies of catastrophic disasters have identified the need to dispense additional information in emergency operations center (EOC) management. Although terrorist incidents are much less common, the same need holds true for these events as well. Major emergencies resulting from terrorist incidents can spread across multiple jurisdictions and may require a large-scale response. Emergency services must be ready and communication systems must be in place.
