ABSTRACT

A primary goal of this book was to examine the performance appraisal systems of Ankara and Toledo Police Departments in order to explore the degree to which both police departments’ performance appraisal systems include the factors that are recognized as important components of the performance appraisal process. is comparative case study allowed us to understand the similarities and di–erences between the two police department’s appraisal systems in di–erent organizational structures and cultures. As previously discussed, the case study analysis indicated that Toledo Police Department’s appraisal system was closer to the best practices as described in the literature. Toledo PD’s appraisal system included most of the key factors that are recognized as important components of the performance appraisal process in the literature. However, Ankara PD’s appraisal system did not include most of the features of an e–ective appraisal system, and it was lacking very crucial components of a good appraisal system, such as feedback and rater training.
