ABSTRACT

This chapter highlights some practical organizational considerations when building, or improving, cybersecurity from a policy perspective. Cybersecurity is a challenge at all levels of government: from municipalities handling online transactions to federal agencies dealing with matters of national security. Cybersecurity is too often left to information technology specialists with little understanding of larger organizational issues or policy making while senior management members do not understand the technical issues involved. Governments around the world will respond by establishing cybersecurity operations and participating in international dialogue. Cybersecurity is a global problem that requires a global response; but it is also a local problem that requires a local response. Governments and public sector organizations around the world must meet the cybersecurity challenge, including, as illustrated, across three key areas: at the organizational level, in regard to mobility, and in preparation for cyber warfare.
