ABSTRACT
In his classic text on criminal investigation, Charles O’Hara (1973, p. 188) states, “Surveillance is the covert observation of places, persons and vehicles for the purpose of obtaining information concerning the identities or activities of subjects.” Speci–cally, the investigator is the person who performs the observation and the target is the person or place being watched.
