This means more than the state refraining from intentional and unlawful taking of life. It also means that public authorities must take appropriate steps to safeguard the lives of people within their jurisdictions (Edwards v United Kingdom (2002) 35 EHRR 19). People in custody are in a vulnerable position, and authorities have a duty to protect them.
