ABSTRACT

While not a legal requirement, it is important that every general aviation airport conduct a threat assessment and develop a written airport security plan for the protection of the facility and for liability issues. Before the airport security plan can be developed, there must be a threat assessment conducted of the total airport facility. There are several principles that must be considered when conducting a threat assessment of the airport. These include protection of individuals on the airport property, the airport runway, hangars, aircraft, fuel storage, xed-base operator, ight school, and other tenants that may be situated on the airport property from crimes such as assault, robbery, theft, vandalism, and arson. The threat assessment must also take into account risk of terrorism and an aircraft being used as a weapon.
