ABSTRACT

The federal government, despite its agency status, cannot carry out the local and regional field requirements of DHS, nor would it be wise to overcentralize these diverse functions . At the outset of DHS, there was an unequivocal understanding concerning shared responsibilities in these matters . Early on in the life of DHS, there was full recognition of the necessity of federal, state, and local interaction . Under the DHS Office of Intelligence and Analysis, there is a structure for such reporting under the “State and Local Program Office” slot . See Figure 6 .1 .
