ABSTRACT

Working collaboratively creates strength, and thus it is the planning process, not the final plan, that is most important. We have had to learn this lesson the hard way, first after the attacks of September 11, 2001, when responding agencies could not effectively communicate, and then again after Hurricane Katrina, when the enormity of the event overwhelmed the largely uncoordinated response.
