ABSTRACT

The following chapter explores how hazards and vulnerability interact to produce catastrophes. It underscores the complexity of catastrophes as well as the significant impact that these events have on individuals, organizations, communities, and societies. Possible intervention points to mitigate, prepare for, respond to, and recover from catastrophes are mentioned. The chapter includes a discussion about two competing response structures, but concludes that all pertinent agencies should remain flexible in order to more effectively deal with the significant challenges posed by catastrophic events.
