ABSTRACT

Response starts with the call and what is known prior to arrival. Officers may or may not have sufficient initial information to conclude that this event is being perpetrated by one or more well-armed, organized, and motivated murderers. Often, these facts will not be known until officers begin arriving and hear the sounds of overwhelming gunfire. Communication is key in allowing follow-on responders and supervisors to know what resources to call upon and immediate decisions to make. The incident will require a tactical approach even prior to arriving on the scene.
