COMMON CHARACTERISTICS OF TERRORIST GROUPS Terrorists use violence: Terrorist operations entail violence or the threat of violence. Some groups that use violent means may also carry out terror operations that do not use violence in the traditional sense, such as cyberterrorism or bomb threats, but may result in disruption that heightens the sense of fear and terror.
