ABSTRACT
Use of legal identity infiltrators: Citizens, embassies, or naturalized immigrants may provide more than adequate support for a terrorist group to inltrate a country legally. These operatives, once they inltrate successfully, may become active terrorists, supporters, or sleeper cell members waiting to be activated and to strike.
