ABSTRACT

Action: The terrorist leaders consider taking action against an enemy, receive a list of options and feasibility reports, and then decide on a specic target or action.

Internal events: The leadership of an organization must decide on the specic political, ideological, or psychological goals of the group and the best uses of terrorist operatives. The leadership meets, debates, discusses, plans, and approves the best course of action. As with most groups, the leaders attend separate covert meetings that take place in a secure location. Decision makers’ meetings are usually convened again after the receipt of a nal target selection report from the intelligence cell (phase 3).
