ABSTRACT

INTRODUCTION Soon after the September 11 attacks and the December 2001 fall of the Taliban in Afghanistan, the White House came to the conclusion that the government of Iraq would be the next target of the continuing campaign that it designated “The Global War on Terror” (GWOT). Hawks in the administration, led by Vice President Dick Cheney and Secretary of Defense Donald Rumsfeld, urged the president to solve the problem of the Iraqi dictator Saddam Hussein once and for all.
