ABSTRACT
The development of state-level law enforcement was a slow process. In the early days of our country, the sheriff on the county level, town constable, town marshal, and later city police fulfilled most law enforcement needs. In an emergency, the local or state militia could always be called to arms, but as time passed on and populations not only increased but also became mobile, the need for state-level enforcement agencies became apparent.
