ABSTRACT

Rarely do governmental operators such as emergency managers and first-responders consider the application of business principles in the operation of their organization. Rather, on the contrary, they tend to run organizations or events based on the sole-source model where only one entity has the knowledge, influence, and power to accomplish a specific task. This model has been studied significantly and is in many ways a fundamental concept of public administration and affairs. Although beneficial in some ways, it creates a leadership perspective that is limited to avoiding a risk-and-reward balance for fear of making mistakes or appearing incapable.
