ABSTRACT
Every society has acceptable and unacceptable behaviors, and some of these behaviors are found in every culture. Culture is created by society, so, in effect, acceptable and unacceptable behaviors are created by society. Therefore, crime is a cultural universal, but what constitutes a crime is not, because values vary.
