Introduction Thinking about the border from within the Mexican heartland does not do justice to this region’s potentialities in a global context. In reality, this area has become the focus of great opportunities to boost regional development and to make Mexican federalism a reality. This is because the border region epitomizes two critical conceptual variables-unity and diversity, sovereignty and autonomy (Plasencia, 2010).
