ABSTRACT

If law enforcement is all about “kicking in doors,” then the function of intelligence is to tell you which door to kick in, on which day, and if the door is not kicked in on that day, then the intelligence has been wasted! Intelligence is intended for use; however, the term “for use” needs further consideration to ensure that all options are fully exploited. This chapter explores the various ways that intelligence can be used and identifies many problems in using intelligence. The chapter also examines why the “kicking in doors” mind-set exists within law enforcement and shows some of the problems with it.
