ABSTRACT

The understanding of how a college or university can comply with federal initiatives for emergency planning begins with an understanding of the directives. The National Incident Management System (NIMS) was developed by the U.S. Department of Homeland Security (DHS), under Homeland Security Presidential Directive 5 (HSPD-5) issued by President George W. Bush on February 28, 2003. It is designed to structure the framework used nationwide for both governmental and nongovernmental agencies to respond to natural disasters and/or terrorist attacks at the local, state, and federal levels of government. HSPD-5 also requires all federal

agencies to make adoption of NIMS by state, tribal, and local organizations a condition for federal funding. Presidential Policy Directive (PPD-8), issued on March 30, 2011, by President Barack Obama, provides guidance that further strengthens the nation’s ability to respond to threats and hazards. It identies ve core mission areas necessary to improve preparedness capabilities: Prevention, Protection, Mitigation, Response, and Recovery. The ve mission phases dened:
