ABSTRACT

The development of innovative security technologies is changing the nature of how port facilities conduct business in the new homeland security environment. Security management and business transaction processes are thus integrated to enable the facility to process cargo throughput more quickly and with less need for person-to-person interactions. The importance of understanding and managing technological capabilities in the port facility security environment stems from the need for the port facility security plans (FSP) to be properly positioned to address the identified risks. Increasingly, port facilities must consider security plan components that incorporate surveillance technology in one form or another. A closed circuit television (CCTV) has a long history of security usage in many different types of facilities, using a wide variety and sophistication of equipment, technology, and architecture. Security measures in the port facility must be developed to restrict access to information, particularly information stored in computer systems and devices used in furtherance of the port FSP.
