ABSTRACT

Introduction If the preceding chapters have left any impression, it should be that the practical implementation of the concepts of homeland defense and defense support of civil authorities is neither clean nor automatic . The reader is left with an inkling of the government’s dilemma, trying to align and define conceptual groundwork that will, in turn, translate to authorities, responsibilities, ways, and means to provide for the protection and sustainment of the American way of life . At the same moment, we are faced with the challenges borne by our forefathers, in ensuring the “common defense and general welfare” while preserving “the blessings of liberty for ourselves

and our posterity .” Security and defense must be viewed in balance with those liberties-never as trade-offs .
