ABSTRACT

Project background: This commercial off-the-shelf (COTS) deployment was categorized as one of the top three “mission critical” projects in the project portfolio. Because it was a COTS solution to reduce cost, management leadership chose to assign a junior project manager. This individual was competent in COTS deployments that required no system modifications, but was inexperienced in managing software “mods” and had limited skills in resource management. Management leadership misread the importance of the modification process to the success of this project.
