ABSTRACT

A real transformation comes when every actor in an organization functions suo moto (on its own motion) to reform the system. It is not uncommon that some actors in a system will be different and try their best to break the status quo. However, an organization can only be said to be on a path of change if the number of such actors is large and their example is emulated and appreciated over a wide spectrum. Thus, for a significant transformation of the Indian police from its colonial moorings, it is necessary that “thousands of flowers should bloom,” signaling creative contributions to the development of a new police system for the country. This concept is mentioned here to illustrate that, apart from some of the cases described in previous chapters, there are indeed hundreds of small attempts being made by innovative officers to bring a change to the policing in India. This suggests a healthy trend and promise for the future. It is impossible to document and list every such attempt that is being made, as the vast majority is by subordinate officers walking their beats and working with the people to make a difference. Some of the more significant and innovative ones studied by the author and summarized here are those that address the major problem of registering crimes in Indian policing.
