ABSTRACT

Across the United States many police agencies, and even some re agencies, established bomb disposal units to ensure rapid response to bombs and other explosive incidents that were increasing in frequency. Police and re agencies established bomb disposal functions to ensure rapid access to services, and to provide services designed to meet the needs of criminal justice systems. The US Navy explosive ordnance disposal School was open only to military members; further, much of its program trains technicians to handle a wide range of military ordnance, which was of little value to public safety. A weapon of mass destruction (WMD) response team operates under the bomb squad, providing tools, techniques, and technical knowledge aimed specically at response to an incident involving chemical, biological, or radiological components. The FBI has been assigned primary responsibility of investigating the acts of terrorism, and also of response to use of WMD.
